I am directed by the Secretary of State for War
to forward the accompanying two copies of a Memorandum
marked Secret/No.209.M by the Colonial Defence Committee
(one copy of which is for the Governor of Hong Kong) and
to acquaint you, for the information of Mr. Secretary
Chamberlain, that the construction of the tactical roads
referred to in that document has been advocated for the
past three years, and that the importance of the matter
is fully recognised.
2.
Under present conditions the cost of the
necessary works would devolve on the Colony; but it is
understood that the Colonial Government is not, at the
present time, in a position to provide funds for the
purpose.
3. In these circumstances, Lord Lansdowne is
prepared to, ask Treasury sanction for the construction
of the roads in question at an estimated cost of £4,300,
provided the Colonial Government will guarantee to repay
